The CLEEN Foundation has commenced the training of security agencies’ personnel and other stakeholders on International Humanitarian Law (IHL) in the state.
The two-day training was to build the capacity of security agencies on civilian protection and civil-military cooperation.
While declaring the training session open, yesterday (Thursday), in Maiduguri, the Foundation’s programme officer, Salaudeen Hashim, disclosed: “The training was to sustain peace, human rights and security governance and approaches to violent extremism in the country.”
He said that the capacity building of security agencies could bridge gaps and foster better civilian-security relationships.
According to him, the relationships could be sustained through inclusions, respect for human rights and accountability to the people.
The Executive Director, CLEEN Foundation, Gad Peter, said: “We’re along with International Alert are addressing these demands,” adding that the implementation of the project will contribute to the stabilization and peace building in targeted local councils in Borno, Plateau and Zamfara states,”
He, therefore, explained that the objectives of the programme were to improve the effectiveness of civilian oversight agencies to document human rights violations.
Besides, he added that the programme will enhance security sector accountability on rights violations.
“This was to promote excellence in public safety and the protection of people’s lives and property in the country,” he said.
Other papers presented at the training session included: “Protection of Civilians and Civilian Harm Mitigation in Armed Conflicts and other Public Emergencies; and State Actors and the Promotion of Human Rights in Armed Conflicts in the Northeast.”
