Insecurity has remained the main challenge confronting the completion of European Union (EU) Support and Coordination Projects in Borno State (SCEUBS).
The security challenges have slowed EU partners’ implementation of funded projects to only 70 to 92 per cent.
The projects’ implementation alarms were raised, yesterday (Thursday), in the SCEUBS bi-weekly Report released to The Guardian in Maiduguri.
According to the state government, out of the eight EU partners, only three submitted their sustainability plans within the no cost extension period of last December.
Lamenting incessant attacks, the report said: “In November, 2021, there were 33 attacks in 13 Local Government Areas of the state,” adding that Damboa had six attacks, while Biu, Askira/Uba and Gwoza had each four.
Besides, it noted that as Bama had three attacks, Mafa, Gubio, Magumeri and Maiduguri Metropolitan Council each recorded two attacks on the communities.
“The 1000 Housing Estate and a community behind the Airport, RPG, mortar bombs and projectiles were assumed to have been launched by the ISWAP terrorists,” said the report.
According to the report, the security challenge and incessant attacks have taken a new dimension; as over 30,000 repentant Boko Haram terrorists and their families surrendered to the Nigerian Army for de-radicalization and integration.
It lamented that attacks are however; ongoing, while the partners’ space of interventions are blocked with renewed insurgency in the state.
It noted that security forces are making progress in the Sambisa Forest and Timbuktu in the Lake Chad region.
The report attributed surrender of insurgents to the military and security agencies’ aggressive counter-terrorism operations.
“There should be proper scrutiny, de-radicalization and empowerment before integration into the society,” it said.
